This paper summarizes the Rhine basin management model for a unified linkage, clear division of responsibilities, overall three-dimensional, plane - axis - point's river basin management system, and try to summarize the experience in four areas, including the establishment of a management mode of unified decision-making and district governance, strengthen international cooperation and courage to take responsibility for a large country, make the law to support watershed management, and establish a sound mechanism for public participation.This paper uses methods of case studies and comparative study for writing, and is divided into five parts except for the introduction and conclusion. The fifth chapter is mainly used to sum up the basic experience of the Rhine basin management.Different from the previous horizontal angle that focus on the operation of the Rhine basin management system, this paper interprets the state's role in basin management, in particular of across administrative regions, from the German national perspective, and analyze vertically the management system running of specific implementation of the ICPR's resolution.
