The Rhine flows through the chemical Tallinn in Switzerland Basel, the steelmaking furnaces in German Ruhr area, the oilcan matrix in the Netherlands Rotterdam into the sea, but the river is still crystal clear. This depends on the cooperation with the management and protection of ICPR and the coastal countries.China's legal system is impacted deeply by civil law. Germany is a classic and representatives of civil law. And, German environmental law has been in a leading position in the European continent and the world. The successful experience of the Rhine is a very good inspiration for basin management in China. This paper summarizes the Rhine basin management model for a unified linkage, clear division of responsibilities, overall three-dimensional, plane - axis - point's river basin management system, and try to summarize the experience in four areas, including the establishment of a management mode of unified decision-making and district governance, strengthen international cooperation and courage to take responsibility for a large country, make the law to support watershed management, and establish a sound mechanism for public participation.This paper uses methods of case studies and comparative study for writing, and is divided into five parts except for the introduction and conclusion. The first chapter introduces the basic situation of the Rhine, but also to show you the Rhine once devastated. The second chapter describes the formation and development of the Rhine basin management system. The third chapter introduces the Rhine management system under the unified arrangements of the ICPR. The fourth chapter discusses Germany how to cooperate with international organizations in the process of governance and protection of the Rhine, and make the ICPR's resolution into concrete measures, and introduces you to the new Rhine reborn. The fifth chapter is mainly used to sum up the basic experience of the Rhine basin management.Different from the previous horizontal angle that focus on the operation of the Rhine basin management system, this paper interprets the state's role in basin management, in particular of across administrative regions, from the German national perspective, and analyze vertically the management system running of specific implementation of the ICPR's resolution. Just like saw a tree, we must understand its roots. Management system to be discussed here is neither the Management system of Rhine, nor Germany's water management system, but the Rhine River water management is how to achieve in Germany. Also, this paper seeks to update the current domestic research data.
