Study On Water Pollution Event Of The Yellow River And Hydraulic Engineering Measures

Public security is the cornerstone of social stability; harmonious society is based on the national public safety building. It is essential to make more efforts to emergency management. The reason is that it is related to national economic and social development and people's lives and property; it is part of comprehensive implementation of the scientific outlook on development and building a socialist harmonious society; it is an important manifestation of the functions of governments at all levels to build a government that is for the people and by the people.At present, China has entered a new stage of modernization. Reform and development are at a critical period. There is an increase in the factors affecting public safety and all types of public emergencies. In addition to traditional public security events such as flood control and earthquake relief, there are also newly emerging public safety issues including water pollution incidents, which is an alarm bell as well.The Yellow River is the most important water source in the northwest and north China. It is the basis for economic and social development along the Yellow River. As areas along the Yellow River develop and more water pollution incidents occur, severe harm has been done to the health of people and a threat has been posed to drinking water security and economic and social sustainable development. Therefore, it is critical to timely detect and investigate all types of water pollution incidents to ensure drinking water security of the people and build a harmonious society.Contingency plan and disposal technology are included in the applied branch of basic research. However, they have not yet been carried out in the Yellow River basin and the country at large. The main objectives of this study are as follows, formulation of the emergency plan by the Yellow River Basin administrative agencies to scientifically and properly handle the emergency cases; to provide theoretical and technical support for rational application of water quality monitoring methods and the formulation of emergency contingency plan with monitoring equipment; improve efficiency of Yellow River Basin administrative agencies to quickly and efficiently handle all types of emergency cases and water pollution incidents.The main content of this paper include:(1) Survey on water pollution emergency. After the brief introduction of the major water pollution incident at home and abroad, the characteristics and types of the Yellow River pollution incidents are exemplified; (2) Exemplification of the Yellow River water pollution incident emergency response survey and monitoring methods; (3) Introduction of emergency measures of water conservancy projects to handle the Yellow River pollution incidents.
