Research On Automatic Emergency Preparedness Planning For Lake Water Emergency Pollution Incident Based On GIS Technology

Water pollution incident, especially the paroxysmal one which has the characteristic of huge ruins and uncertain causation, occurs frequently in recent years. It has posed a great threat to both human health and ecosystem function. At present, the Geographic Information System (GIS) technology has been explored to deal with the water pollution emergency, using its spatial database management and spatial analysis functions. This technology can resolve the pollution effectively. However, it is still at the starting stage for us to apply GIS technology in the emergency processing for water, especially for lake water. So the mature GIS technology is necessary to make the emergency management more effective and systematic, and to assist the emergency predetermined planning.The paper firstly introduces the domestic and foreign research achievements of traditional predetermined planning and the one applying GIS technology. It also analyzes the current problems and provides the solution. Then the paper separately introduces the concept of emergency predetermined plan, the characteristics of lake water, the characteristics of environment-related paroxysmal incidents, the characteristics of predetermined plan for lake water, the effect of applying GIS technology in automatic predetermined planning and the effect of predetermined planning applying GIS in actual emergency management.The paper introduces the constituent contents of preparedness plan in detail. It also describes the attribute and spatial data for automatic preparedness planning. Then paper explains the auxiliary function based on GIS in preparedness planning and the methods for automatic planning. The paper analyses the key problems involved in planning and puts forward the whole solution.On the basis of detailed analysis, taking Puppet Lake in Kun Shan as example, the paper makes the requirement analysis for the content of predetermined planning with its general characteristic and particular characteristic. The paper illustrates the way of applying GIS technology to automatic planning in detail, and provides the corresponding solution.Finally, the paper points out that predetermined planning needs further improvement to research data support and model research for pollution accident based on GIS technology.
