"Act of limiting plastic" reflects the requirement of controlling "white pollution", however, it ignores the role of social norms, so that it is difficult to obtain the public's faith and faces many trouble in its implementation process. "Act of limiting plastic" increases costs of law enforcement, increases transaction costs, and provided the conditions for the rent-seeking, and faces the fate of invalid. Set extremely high murder detection rate target led to a surge cost for the law enforcement and the goal isn't feasible, however, the punishment of low degree of probability and the combination of severe punishment is also undesirable. The optimal level of implementation of law is reached when the marginal cost of law enforcement equals marginal revenue of law enforcement. The random enforcement approach of the law should be primarily, and the selected law enforcement approach will be complementary which will be enforced when the security situation of the community is deteriorated rapidly. Wrong enforcement would undermine the deterrent effect of law. The harmful levels of error conviction is twice wrong free in the same probability of error, which is found by building economic models. Administrative regulations have the advantage to achieve "limiting plastic" compared to other methods. To achieve the purpose of "limiting plastic", we need to impose pollution taxes on manufacturers from the current point of view and establish a deposit system for plastic bags in the marketing, and we must seek environment-friendly and low-cost alternatives in the future. We can get some enlightenment by analyzing "act of limiting plastic". The legislation should pay attention to social norms, in particular the legislation of controlling harmful behaviors must attach importance to analyze the costs and benefits and the input of ideology and improve legal effectiveness through legislation and enforcement in order to make sure that a legislation will enhance social welfare if it wants to avoid the fate of invalid.
