The Discussion Of Ecological Compensation Theory During The Construction Of Ecological Contryside In Suzhou

In recent years, the mechanism of ecological compensation is more and more used in rural development. There is consensus that people-oriented, comprehensive, coordinated and sustainable development has been formed in all the society. However, a series of new policies and new regulations should be established. It is needed that ecological investors can get a reasonable return through institutional change. In early 2011, ecological compensation regulations were issued by Suzhou Government and new mechanism urban finance was used to compensate rural environment, which can reflect social justice and equity.With the concept of harmony and sustainability, the development mode is aimed at the realization of ecological civilization in rural society. Ecological countryside is an ideal mode of overall ecological development in rural regions. With the development of the ecological countryside, a lot of ecology value was produced. Therefore, ecological compensation for countryside is necessary.A case study was carried out at Suzhou countryside. On the basis of the evaluation of ecosystem services researched by Costanza, China's ecosystem service value coefficient which was fixed by Suzhou's farmland unit production was used to evaluate rural ecology value. For the features of scarce paddies and rich aquaculture resource in Suzhou, we used the methods of Market value,Shadow engineering and Shadow Pricing to calculate ecology value, separately. The calculation result is that rural ecological value is 18.81 billion yuan. Besides, we calculated ecology value of 16 sampling survey in countryside and determined the compensation standards in the paper. To conclude, ecological countryside was divided into 3 development modes. At last, some suggestions were given on sustainable development of Suzhou countryside.
