Study On Regional Ecological Compensation Based On Ecological Footprint And The Value Of Ecosystem Services

The construction of ecological civilization is the guarantee of national ecological security and sustainable development.As an important part of ecological civilization construction,the 19 th National Congress proposed to establish a market-oriented and diversified ecological compensation mechanism.At present,China lacks ecological compensation research on the imbalance between small-scale regions due to the transfer of ecological resources.In this context,the study of regional ecological compensation mechanisms plays an important role in improving the framework of ecological compensation systems and ensuring regional ecological security.From the perspective of ecosystem service value,this paper uses the “consumptionoutput” ecological footprint model to study the regional ecological compensation mechanism of Linxiang City and its 19 townships.Through the review of the literature review,the theoretical basis of regional ecological compensation is systematically sorted out,and it is found that there are some problems:(1)Lack of a single problem of compensation objects considering inter-regional ecological linkages;(2)Standards that are too difficult to implement due to excessive compensation Unreasonable problems;(3)Fuzzy definition of compensation object and single compensation model.Therefore,based on the current situation and ecological environment of Linxiang City,this study uses the ecological footprint model and value method to construct a regional ecological compensation standard model,and evaluates the indicators such as ecological footprint and ecosystem service value to determine regional ecological compensation targets,priority and standard of ecological compensation.Finally,with reference to the experience of ecological compensation research at home and abroad,we try to build a framework for regional ecological compensation mechanism.The conclusions are as follows:(1)The supply and demand of ecosystem services and ecological footprints in various regions of Linxiang City are not balanced,and the regional ecological compensation standards are not balanced.The spatial distribution is generally high in the north and low in the central region.(2)The regional ecological compensation standard model of Linxiang City has certain rationality.The regional ecological compensation standards are all within the theoretical interval,and the ecological compensation standard that the only paying party Changan Office needs to pay is within its tolerance range,and the compensation standard is implemented feasibility.(3)The framework of regional ecological compensation mechanism in Linxiang City has certain operability.The compensation subject is the township government under the jurisdiction.The object is the ecosystem that provides the ecosystem service function.The compensation model should be based on government compensation,and the market compensation is Supplementary,scientific implementation of regional ecological compensation by means of property rights transactions and ecological markers.
