With the impact of global change and the integration of world economy and trade, the effect of biological invasion on the global ecological and social environment is increasingly serious, which attracts widespread attention of scientists and governments. With the growth of foreign trade, the entry-exit inspection and quarantine agencies as the national import and export supervision authority, assume the responsibility of "protect the border security, and promote the foreign trade development". Based on the invasion status of frequency increase of exotic pests, and the worsened harmful levels, it has become an inevitable, difficult and solvable problem for the government that effective management of pest invasive.The paper is trying to make it the guide that "Anticipatory government:prevention rather than cure "put forward in the prevention-oriented government theory, which is seen one of the new public management movement. By describing the laws Regulations and regulatory agencies, safety supervision system in cross-border spread of pest management of China Inspection and Quarantine agencies, the paper compared it with the regulatory model developments in cross-border spread of harmful pest. Also I take the invasion of Shanghai Port Solidago as the examples to analyze the requirements of pest control mode in the new situation, and dissect the mode of passive type of pest control in our country.In the new situation we should combine the theory of the prevention-oriented government and China's reality, apply the concept of prevention regulation to cross-border spread of pest management, and turn the focus from the "after the event" treatment to "before the event" prevention. Also we should complete the transformation of public sector functions, changing the original management model of "prefer treatment rather than prevention" to put forward an initial proposal and ideas for the prevention of cross-border spread of exotic pests, so as to build an economical and effective preventive control system of pest invasion.
