In recent years,Japan and South Korea have frequently accused China of pollution, arguing that the smog in China has led to the deterioration of air quality in Japan and South Korea.Should China take responsibility for air pollution in Japan and South Korea, and how much responsibility? In response to this problem, this paper analyzes the PM2.5 emissions of China,Japan, and South Korea and their transboundary transfer laws under the influence of atmospheric transmission, and combines the input-output model to analyze the implied PM2.5 in international trade from the perspective of consumers Emission transfer defines the emission responsibility of cross-border PM2.5 in China,Japan and Korea.Revealed the transfer law between them from the two levels of nature and society, and explored the impact mechanism of China-Japan-Korea crossborder PM2.5 pollution and the future change trend. The main research work and results of the paper are as follows:(1)Based on the atmospheric transmission model, analyze the transfer law of cross-border PM2.5 air pollution in China,Japan and South Korea from the perspective of the producer(that is,the actual situation). It was found that based on the atmospheric transport of the winter monsoon,China had a positive impact on PM2.5 pollution in Japan and South Korea, and South Korea had a positive impact on PM2.5 pollution in Japan.(2)Propose and build a comprehensive model of air pollution cross-border transmission between China,Japan and South Korea, accounting for the implied emissions of PM2.5 trade between China,Japan and South Korea, revealing the law of PM2.5 pollution transfer between China,Japan and South Korea Define the emission responsibility of cross-border PM2.5 in China,Japan and Korea. It was found that through international trade,China is responsible for a large amount of PM2.5 pollution emissions for Japan and South Korea;under the dual effects of atmospheric transmission and international trade,China reduces the PM2.5 emissions and concentration of Japan and South Korea, eliminating Japan and South Korea South Korea accused China of pollution.(3)Propose and empirically model the impact mechanism of China-Japan-Korea cross-border PM2.5 transfer, and quantify the contribution of influencing factors. It was found that technological effect, energy intensity effect, export scale effect, export dependence effect and export structure effect are the influencing mechanisms of crossborder PM2.5 transfer between China,Japan and South Korea. For China,Japan, and South Korea, there are significant differences in the specific influencing factors and the degree of their influence.(4)Through the scenario analysis method, analyze the mutual influence and transfer trend of PM2.5 air pollution under the scenario composed of different influencing factors in China,Japan and South Korea. It was found that in 2019-2023,under the three scenarios,China and Japan are responsible for a large amount of implied emissions of PM2.5 trade, and China has improved the air quality of Japan and South Korea.(5)Based on the research content of this article,we propose relevant policy recommendations for reducing cross-border PM2.5 air pollution in China,Japan, and Korea from three perspectives: regional, national, and industrial.
