Rotary Steerable Drilling Technology is an automation closed-loop drillingtechnology which was developed in nineties of the 20th century. It is the keytechnology and equipment of the extended reach and horizontal wells which canrealize the directional drilling task safely, rapidly, efficiently and high-quality. It is thedevelopment trend of the modern directional drilling technology. In this thesis, thedesign scheme of the new static point-the-bit steering actuator is presented, and itsstructures and function principle are studied. The main results are as follows:(1) The structures and function principle of the RSDS are reviewed, based onwhich, the design scheme of the new static point-the-bit steering actuator arepresented.(2) Based on the design scheme, the static analysis model of the steering actuatoris established, and the position of the bias force is optimized.(3) Based on the design scheme, the control method of the steering actuator ispresented, which combine the position deviation vector method with the hydrauliccylinder position closed-loop control. The hydraulic cylinder is powered by drillingfluid, and the eccentric displacement is calculated by the unit circle method.(4) 3D models of the steering actuator are built up with the software Solidworks,and the virtual prototyping model is established by Adams. The kinematics simulationis carried out using the virtual prototyping which verifies the correctness of thedesign.
