Located at the shallow marine area of Bohai Bay, the oil extraction area of Shenglioffshore and the exploration, drilling, operation, development, gathering and deliveringthereof are carried out around the offshore construction, with the ships as the main means oftransport. Greatly impacted by the weather, the offshore crude oil production is demanding insafety and environmental protection. A set of digital marine charts is introduced in 2008,based on which the secondary development and the function expansion are carried out inaccordance with the actual needs to meet the requirements of refined management, safe andclean production, as well as scientific scheduling of the offshore oilfield.The paper focuses on the following aspects, the basic functions of the digital marinecharts, various types of production information integration, ship dynamic monitoring, and thesetting up of the monitoring chain. Based on the digital charts and the actual situation of thenearby offshore oil regions, the paper will give more detailed information about the beacon,wharf, waterway, wreck, no-fly zone, anchoring areas, obstructions and so on. By deployingAIS base stations, we have established a marine vessel monitoring coverage link and collectedthe information of all kinds of production facilities of offshore oilfield including, theinformation of 79 submarine pipelines, 2 gas pipelines, 42 water injection pipelines,99submarine cables, 98 oil platforms, 9 drilling platforms, 6 construction platforms and thebasic information of nearly a hundred production ships that are being used. And on this basis,we integrate the dynamic information of platforms, single wells, pipelines, drilling, andconstruction. We realize the real-time monitoring and the location of the ships at marine andfurther realize the alarming and the tracking of the suspicious or foreign ships. the special ship dedicated AIS, compass, radar techniques in monitoring. Based on theoriginal digital marine charts, the paper uses layered materials display technology and the datatransmission technology in information integration. In addition, the underlying data applieduniformly ORACLE relational database system and the overall framework used modular openapplication platform model which have made the system not only to meet actual needs, andensure information security, and be highly scalable.This study ultimately realized a set of visualization and dynamic management tools, andbuilt a unified, information– highly– sharing integrated operating environment. Theintegrated information of the digital marine charts provided visual, rich and accurate basic anddynamic information for the companies related to the marine and effectively monitored theships that sailed into the operation area, and opened up a new way to manage offshoreproduction. With the big development of the offshore oil field, the offshore production will beeven busier. The platforms and the pipelines will be encrypted to deploy. The ships will comeand go more frequently and the workers who work offshore will surely increase. So therequirements on the fine management and the safe and clean production will be higher. Thesupply system will subsequently become an important support for the offshore production.Project examples show that the system has an important use value.
