Energy, is an important strategic material of the countries for sustainable development, and oil is the main source of energy, but the land-based oil resources which has been provened are gradually depleted. We must look to the marine, offshore oil and gas resources are very rich, and the exploration and development are rapidly developing. To protect the development of deep-sea oil and gas resources in the future, the key technologies and equipment topic for Deep South China Sea oil and gas exploration and development is formulated by P.R.C. in Eleventh Five-Year Plan period in the development of national "863", my research issue comes from this. In this paper, the object of study is the submarine gas pipeline's flange, the relative position of two flange centers are need to be measured when tie-in the deep-sea oil pipeline, the prefabricate the transition pipeline section on the engineering ship.Firstly, the key techniques'analysis and research for deep-water measurement was made, and determined the overall structure of rope pose measurement system for pipeline tie-ins, then the detection system for the measurement system was been worked out. Finally, the key technologies of measured was pointed out, they were the accuracy angle detector underwater, and the servo control technology power.Secondly, the research of an angle detection encoder which based on Hall magnetic encoder IC was made in this paper, and designed the structure of the encoder. The static optimization of the pressure shell was analysed by Ansys Workbench, then the size of encoder's element was determined. Studied the Hall detection, signal processing circuit, and the program. Then, a deep-water encoder was made, we tested its measure precision and pressure, to make sure it adherence to specidication.At the same time, the deep winch system which based on magnetic coupling technology was designed. The key pieces such as magnetic coupling of the winch, isolation seal housing and so on were studied, and studied the brushless servo motor drive control system, to provide a stable rope tension for the measure system when it working. Meanwhile, other devices of measurement detection system were also been studied.Based on these studies, the measure system was fabricated, and tested the whole system, the pressure test, the land accuracy calibration, the underwater measurement test. Through the testings, verify the design of detection system of deepwater pipeling pose measuring sevice work stable, reliable, and the accurate, pressure and other indicators meet the design requirements.
