With the quick development of petroleum natural gas exploration in China, the number of completed wells is increasing year by year. The job on workover is getting more in quality and difficult in technology. Many kinds of mechanical and electrical equipment are used, workover operations can be complicated. In addition, the workers have to work under bad weather outdoor day and night. So a large quantity of hazards can be expected for the workover operations. Especially toxicants and flammable and explosive materials may occur from blowout accident. In view of this problem, the work of developing workover Safety Management Decision Support System has important practical significance.Through exercising at the scene of workover operations in the Liaohe oilfield and analysing the related operating instructions and safety manual, accompanied by HSE file, a set of work on major hazards of technologies of workover operation identification, evaluation and control were conducted by using of system safety theory. On this basis, Visual Studio.NET2005 and SQL Server 2000 database were utilized as a platform for the development of Workover Safety Management Decision Support System. This Decision Support System includes eight modules:User management, major accident, workover operation, safety introduction, safety laws and standard, accident case, evaluating online and background processing. Users can query and edit the data of laws, emergency disposal, legal standards, hazard information about workover job; can dynamic evaluate the risk of hazards of workover operation online by using evaluate methods which have been imported into database. The system can be carried out the function of quantitative calculating and analyzing the consequence of blowout accident. when the wind velocity equal to zero, system used jet model to simulate the concentration diffusion of toxic and harmful gases according to parameters of blowout gas components, wind velocity, pressure, otherwise used Gaussian plume model, to provide theoretical support for emergency work. The system also can calculate the exposed radius of the concentration of harmful gases by API diffusion model.Through application of this system in Liaohe oilfield, the system can provide technical guidance for the safety management of Liaohe oilfield. It has important meaning to internal management of hazard, has laid the foundation for the construction of digital security management system, and adapted the demand of modern security management.
