In recent years, with the gradually deterioration of climate environment and especially the base times rate growth of the greenhouse gas emission, people pay more attention to the environmental protection. At the same time, international intercourse is frequent and the developed countries implement endless protection ways in order to protect its own interests. At the end of June 2009, the U.S. House of Representatives passed the"American Clean Energy Security Act", which remarkable is carbon tariff policy was put forward again. That means American will impose special carbon dioxide emissions tariffs on countries (mainly including China, India and other developing countries) which are not taken mitigating measures. Although carbon tariffs could control emissions of carbon dioxide to a certain extent, it is the developed countries implement green trade barriers in the name of environmental protection in essence. The implementation of carbon tariff closely relates to the economic and export trade of our country, which will have a great influence on the survival and development of high-carbon industry particularly.Carbon tariff is a double-edged sword, and therefore we should recognize that low-carbon production is a general trend, which is the long-term and effective development strategy of response to the impact of carbon tariffs. In the context of the financial crisis, the developed countries continue to seek new ways to stimulate economic growth and seize the commanding heights of the green industry, which become a means of safeguarding their economic interests. Therefore, we should also conform to the low carbonization trend of development, pay more attention to the economic development of the world of the new trend, actively participates in international cooperation, enhanced innovation ability and the development of new energy, promote low-carbon modes of production and effective response to the tariff.This paper dialectically analyses carbon tariff levying motivation of the two angles which are the green barriers and low-carbon development based on the discussion of carbon tariff policy, using SWOT analyzed carbon tariff impact on the high-carbon industry and CGE model make a quantitative analysis of carbon tariff impact on high-carbon industrial sectors. Then, put forward some usable proposals, aiming at promotion of the sustainable development of China's export trade.
