Study On The Potential Impact Of Carbon Tariff On China's Export Of Electromechanical Products

Recent years,the world economy has developing rapidly and environmental problems have been taken seriously by various countries.Some developed countries have developed a "green barrier" by taking advantage of technology to create a set of standards which benefit to their owns and restrict developing countries.As a way of the"green barrier",carbon tariff is no longer purely environmental protection,but also involves more economic and political issues.Mechanical and electrical products export trade in our country occupies an extremely important position,and its carbon emissions account for larger proportion in our country's export products,so if the carbon tariff is imposed,our country's economy may be affected.Based on this,the paper studies the potential impact of carbon tariff on the export of mechanical and electrical products in China.The paper is consisted with five parts:on the basis of introducing the topic environment and relevant concepts of the article,combining the input-output method,the present situation of the export of mechanical and electronic products and their implicit carbon emission in China is analyzed.Then from the cost,profit,exports,market price and the social welfare level five aspects potential impact of carbon tariffs on our exports of mechanical and electronic products for qualitative analysis,based on this,combined with empirical results GTAP model,carries on the quantitative analysis of these five aspects,it is concluded that the introduction of a carbon tariff if the United States,will cause our country industry profits,exports of mechanical and electronic products,the market price and a decrease in the level of social welfare in our country and the mechanical and electrical products export costs rise.Based on the above research,this paper puts forward relevant Suggestions from three aspects:policy,technology and market.On policy,our country should make full use of WTO legal system,at the same time,study counter policies such as domestic first with checks and balances to tax levy carbon tariffs,in the end,may establish electrical and mechanical industry through carbon funds and support for mechanical and electrical industry association to provide support to the mechanical and electronic industry in our country.At the technical level,our country should vigorously develop low carbon economy,at the same time attaches great importance to technological innovation,playing their own brand,in the end,with emphasis on the cultivation of the scientific research personnel and related technical personnel in our country,to promote technology innovation.At the market level,China's electromechanical industry should actively explore new markets and expand domestic demand.At the same time,we can transfer the related industries in our country by means of foreign procurement and increase the investment intensity,so as to optimize the industrial structure.
