Study On Pollution Charge Standard Based On Pollution Abatement Costs

Pollution charge as one of emissions control policies has been implemented in China for long time. According to the types, quantity and concentration of pollutants that polluters emitted, pollution charge policy forces the polluters to pay for their discharge. The typical characteristic of pollution charge policy is the use of the law of value to force the polluters to reduce or eliminate their emissions.The existing pollution charge policy has flaws:The first, the pollution fee charge standard is far below the cost of industrial pollution control; second, the difference of pollution control costs between different sectors are not fully considered in the pollution fee charge standard; third, charges is incomplete, pollution charge can not fully play the role of economic leverage.This study is designed to propose a standard pricing model of pollution charge based on the research of the water pollution control cost of enterprises, and calculate the average COD reduction cost in Jiangsu Province, in order to obtain a sewage charge fee standard of Jiangsu province(4.5 Yuan/Pollutional Equivalent Amount). Based on the standard, an impact analysis of pollution charge policy on regional economic development and enterprises is carried out.Implementation of sewage charge fee standard (4.5 Yuan/Pollutional Equivalent Amount) has little impact on most company, only a small part of the discharge coefficient and serious pollution of their enterprises, forcing high-polluting enterprises to restructuring and pollution control,meet the requirements of macroeconomic regulation and the purpose of environmental protection energy-saving.Therefore,the sewage charge fee standard at this study is feasible.
