Research On Pollution Emission Total Charge Standard

Pollution Charge System is an important and actual environmental economic policy in China, which is an economic means in environmental management, but the system faces many challenges in new market economic system and environmental policy object. So it demands a completely regulation, especial in pollution charge standard. The article has set down a suit of new pollution charge standard with pollution total and multi-elements by marginal cost, and has analyzed effect on enterprises.
