Along with the increase of the population size and the improvement of people's material life level, city garbage quantity present the fast growth tendency, therefore, life rubbish reasonable treatment planning measures has a very important meaning.The paper according to the historical data of municipal solid wastes quantity in the city central city of Chengdu, for the first time get simulation value of historical data by a single variable gray GM (1,1) prediction, then analysis grey correlation degree between municipal solid wastes quantity and its influence factors, and select the most relevant three factors to establish a multivariable gray GM (1,4) prediction model and the BP neural network model, and compare the prediction accuracy of municipal solid wastes quantity with the two model, forecast the municipal solid wastes quantity in future years with the BP neural network model whose prediction accuracy is the highest, The results show that city garbage production will reach2.7million tons in the city center of chengdu in2020.Then, predict the changes of the living garbage components from2011to2020with grey theory, and conclude that the proportion of garbage that can be buried, burned and composted, and set up multi-objective linear programming model with waste handling fee and comprehensive benefit as the goal, obtained the optimal processing proportion of landfill, burning and anaerobic digestion is70.96%.19.31%,9.73%and50.01%,28.96%.21.03%respectively in2015and2020. And then put forward in2015, there is a need to increase the construction that sanitary landfill, the third incineration power, first and second stage design of eat hutch waste plant, processing scale are for6500X103kg/d,1800×103kg/d,450×103kg/d,1400×lO3kg/d; In2020, the construction of a need to increase the fourth MSW incneration power plant design, processing scale for1400×103kg/d.Finally, for the sum total cost of junk transportation cost, transfer station operating costs and garbage disposal costs, set up an optimize logistics distribution model of municipal solid waste, and puts forward, analysis the transportation sensitivity, puts forward a detailed scheme of optimal allocation refuse logistics, a waste transfer station more and transforming measures. In the2015years ago,Jinjiang sanitation transporting center, QingYang sanitation west station, Jinniu Luojia transfer station, Jinniu red star transfer station and Jinniu Honghuayan transfer station,WuHou Nanqiao transfer station, Chenghua Dongsheng transfer station, High-tech zone transfer station whose transport capacity by the original200×103kg/d,450×103kg/d,300×103kg/d,300×103kg/d,240×103kg/d,800×103kg/d,200×103kg/d,400×103kg/d should be expansioned to1100×103kg/d,1200×103kg/d,500×103kg/d,450×103kg/d,1050×103kg/d,900×103kg/d,1100×103kg/d,500×103kg/d; Chenghua transfer station should be discontinued. And then put forward a measure of construction that eat hutch refuse transfer station in the postion of which Jinjiang sanitation transporting center, QingYang sanitation west station, Jinniu red star transfer station, WuHou Nanqiao transfer station, Chenghua Dongsheng transfer station, high-tech zone transfer station whose processing power position respectively is120×103kg/d,150×103kg/d,200×103kg/d,400×103kg/d,700×l03kg/d,100×l03kg/d. The city center eat hutch the garbage collector system and the center of chengdu city and the two spheres garbage collector system are established after taking this measure, the cost of waste treatment will be reduced, the reasonable allocation and utilization of resources can be reached.
