Abstract/Summary:
The studies during the last50years showed that carbon dioxide emission due to human activitis was the major greenhouse gases causeing global climate change. In order to mitigatng climate change and to pretect environmental pollution, the Chinese government put forward to actively build up the society with resource saving and environmental friendly approach, that is abbreviated as "two types" society. Hunan Province has been appointed as the pilot experiment and reform zone of the "type two" society, and its primary task is to save energy resources and to reduce greenhouse gas emission. However, the CO2emissions from fossil fuel have not been systematically investigated. This paper selected the carbon dioxide emissions queations relating to the four factors such as economic gross, economy structure, the structure of energy consumption and energy efficiency, and used the data from2001to2010in Hunan to calculate the quanity of carbon emission from different sectors and prefectures. The class IDA Log Mean Divisia Index (LMDI) was emplied to analyze the factors controlling carbon emission in Hunan Province. The results showed that total carbon dioxid emission during the period from2001to2010in Hunan province increased by of165%. The carbon emission from coal energy accounted for the largest proportion (>63%) of total carbon dioxide emission. The first five industrial sectors that had the largest emission were the smelting and pressing of ferrous metals, non-ferrous metal smelting and rolling processing industry, coal mining industry, transportation, storage and post industry and electric power, steam, and hot water production industry five industries For administration area at prefecture level, the largest carbon emission took place in Changsha city, where energy utilization effciency was the highes. Loudi city was ranked the forth largest carbon emissions, but its energy utilization efficiency was the lowest. The carbon dioxide emission intensity during the period from2001to2010in Hunan province tended to decrease and was lower than the average national level. The annual per capita emissions of carbon dioxide during the period from2001to2010in Hunan province exihibite an rapid increase, but it was much lower than the average national level and nd the average global level. According to the LMDI decomposition method, economic gross (growth in industrial scale) was the main factor causing emissions growth while energy intensity (energy utilization efficiency) was the main factors affecting emission reduction. The results in this study indicated that the measurements for energy saving and emission reduction included optimization of industrial structure, adjustment of structure of energy consumption, development of new industries to reduce energy consumption, development of new energy sources, establishment of harmonious energy development system, exploration of the use of market mechanisms to promote energy saving and emission reduction, energy management contract, the clean development mechanism, and development of carbon sink resources.
