Studies on titanium dioxide were more widely in recent years. Range is very wide which can be divided into environmental and energy. Study of titanium dioxide is photocatalytic oxidation which can decompose organic pollutants in the environmental. The phenomenon that titanium dioxide absorb a certain wavelengths of light can generate an excited electron and a hole which can mineralized a variety of organic pollutants by strong oxidation ability. The ability can provide a great convenience to treat pollutants in the environment. Since titanium dioxide itself also has the advantages of non-toxic harmless, it does not deal with one pollutant to bring the other pollutant. Titanium dioxide will become a new method to treat pollutant. Titanium dioxide is also outstanding in the energy sector. The development of new energy sources become most importance things with the social development and progress. The development solar energy is seen as a future trend. Titanium dioxide can be very good for solar-related equipment. For example, the well known solar sensitive dye cell (DSSC) is applied in the energy sector. There is another important application is water photolysis reaction. If we can prepare a high efficient catalyst, energy problems can de easy solved.Microemulsion and sol-gel method is often applied in the preparation method of nano-particles. This paper combines the advantages of those methods that we call it microemulsion-sol-gel method. We successfully prepared nano-particles which can control crystallite size and phase composition of titanium dioxide. When we doped rare earth in titanium dioxide, strong absorption peak appeared in the visible range and catalytic activity was increased.In this paper, we studied factors of control crystallite size and phase in detail. High catalytic effect catalyst has been prepared. Apparent rate constant of catalyst is 0.01642min-1. Phase of titanium dioxide can de controlled by a simple method. We studied phase transformation of titanium dioxide factor in this system. In terms of rare earth doped titanium dioxide, we found that Ce doping titanium dioxide has the visible range absorption. And studied the reasons that rare earth doped and pure titanium dioxide photocatalytic properties of titanium dioxide were different.
