| China has been facing the problem between the dwindling arable land and maintaining the quality of the environment, when the huge population is growing. At present, China has been the largest fertilizer consuming country in the world. The yield and amount of pesticide were also great. Because of the low utilization rate of agricultural production input and the low Resource level, the agricultural pollution is becoming more and more serious. Non-point pollution in agricultural has been the most serious environmental pollution in china by many date survey. It has been the significant threat to the developments of our country's economy, society and environment.This research thought the treatment of agricultural non-point source pollution is not only related to agriculture and farmer, it also involves to the economy, market, tax and other aspects, so various angles should be considered in building the control model. Our country region is vast, and the development levels of economy, society and agricultural are different form every regional, the control measures of agricultural non-point source pollution should adapt to its development characteristics, and promote the coordinate development of environment, economy, and society. Therefore, the author researched the agricultural non-point source pollution comprehensive control model of the central area by the combination of qualitative analysis and quantitative analysis.The study analyzed the agricultural non-point pollution in china, pointed out the advantages and disadvantages of the existing measures. The research divided the country into eight pollution areas for the weight evaluation, the usage of fertilizer and pesticide in unit farmland area, the film cover rate of farmland were the key indexes. At last, the central of china is the most serious area, so we caught it as our object of the study. The central area is located in the region of Middle and lower reaches of Yangtze River, including Hunan, Hubei, Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi provinces. Hunan province and Hubei province belong to the serious pollution area, so in the related project supporting, this study has gone to the two provinces for a field research, According to the existing research results, the study analyzed the reasons which may be influence the farmers'reasonable agricultural management behavior, and Next we improved some factors can influence the intention of farmer taking reasonable agricultural management behavior by Logit model, e.g. the ratio of agricultural income and total household income, the level of the main labor's education, organic fertilizer condition, and so on. What we have done can help us choose the right breakthrough point for making prevention and control policy, and give suggestions from the macroscopic angle. Finally, the study brought up the comprehensive control mode and policy suggestions for the agricultural non-point source pollution of the central area. |
