With the perfection of china road networks, the construction climax of highway has become past tense, and the maintenance and management will be the core of future business. There are a great deal of road assets are aging gradually, how to preserve their values effectively, and to make them perform best based on the limited financial foundation, and to achieve the minimal capital investment under the vested service level, all of those problems have become pressing ones for road management department. Under the background mentioned before, theoretical research on Highway Asset Management System is proposed in this dissertation.In the paper, the development history and application status of HAMS are introduced firstly, and the recommendations are put forward to guarantee the system implementation by the consideration of china practical situation. A general framework of highway asset management system based on GIS is built, and the module functions and key technologies are discussed. The thesis also Analyzes the databases of HAMS, and carries on discussions of property data from function,classification,collection,management and quality assurance etc, which provide a help and instruction for the establishment of system.The emphasis is placed on the discussion of the evaluation methods in being for asphalt pavement performance, the total clustering evaluation model of pavement performance based on the triangle whiten function gray theory is established, and the calculation expression of Asset Performance Index is also put forward.For the reason of the domestic research that highway asset management has just started and historic performance data of pavement and bridge are scared, so the Tongji model and BCI model,which are suitable for the domestic state, are chose as the basic prediction model for assets performance in the HAMS.In the end, as to management, the integrated optimization model of pavement and bridge is built, and this model concerns about the optimal asset performance and the greatest investment efficiency. The genetic algorithm is applied for the model solution, and Monte Carlo technique is used in the risk analysis.the integrated management of pavement and bridge are realized initially, which enhance the analysis tools of HAMS.
