General Research On Urban-Rural Integration Space Planning

Since the reform and opening up, the dual society and economy structure of our country urban and rural leads to the separation between urban and rural planning systems, and on the other hand, the fragmentation existing in urban and rural planning executive departments causes various overlapping and contradictions, with the addition of the lack of integrated urban-rural spatial idea. With the addition of the lack of urban-rural overall spatial idea, bring out the dualistic opposites and disordered states in urban-rural spaces. Despite the release of "Town and Country Planning Act" in 2008 focuses on the coordinating and balancing urban-rural development, and put the rural spatial planning and construction into urban-rural planning systems, the legal urban-rural planning systems are still operated with mutual separation between urban and rural planning, and there is no integrated urban-rural legal planning types.Consequently, based on the premise of ecological and farmland protection, this paper breaks restrictions of administrative system, initially discusses the planning assumptions for urban-rural spatial integration by introducing the integrated urban-rural spatial idea, and emphasizes the integrated planning for the overall urban-rural spaces. First, this paper carries out the comprehensive realization of the urban-rural spatial relations and elements, clarification of the relevant concepts for urban-rural spatial integration, and explores the basic connotation of urban-rural spatial integration by introducing the relevant theories. And then, this paper tries to construct the content framework of urban-rural spatial integration after the thorough analysis on the central content of urban-rural spatial integration, with an example of relevant practice experiences in South Jiangsu area analyzed. Finally, this paper proposes some specific planning and implementation strategies based on the discussions of the implementation mechanisms.
