The width, breadth and depth of issues bus scheduling involved results it becoming one of the hotspots in academe in recent years. Recently many researchers home and abroad have put forword regional scheduling methods considering the shortest transfer waiting time, which mainly concerned on the times of vehicles arriving at one bus stop at the same time. This paper basing on the axiom of value is the driving force of all human activities', builds the regional model using transfer value to measure the transfer service standards. It not only in theory, entries new research point, analysis ideas and methods, but also in practice makes a certain significance on the development of regional schedule, layout of bus transfer stations and the setting of transfer lines at a station.This paper uses transport supply model to evaluate the relationship between transfer value and supply, obtaining the result that transfer value increasing with the increase of value. And it also uses the supply elasticity model to make sensitivity analysis between supply quality and transfer value, we find at this time the transfer value change's impaction on the quality of transfer supply is extremely complex. Therefore it's very important to make a deep study on the transfer value for the bus companies.So this paper propses using transfer value to estimate the quality of transfer service, and take advantage of different methods to exploit the numerical value of the transfer value's two complents, value of transfer point and transfer route. Finally the paper constructs the transfer value oriented regional scheduling model basing on the best quality of transfer service. The last chapter of the paper seclects out ten routes in Chengdu to be test objects, and obtains the regional timetables utilizing the method and thesis proposed before. The programe evaluation results shows that the transfer time saved using this method is 492.5 minutes compared with single-route scheduling in bus route network. And compared with the previous scholars only considered the number of transfer supply, it is from the perspective of transfer quality to find the largest number of transfer supply, so as to achieve the best overall quality. This solution is more suitable for the development requirements in the modern society.
