In recent years, our national economy is developping rapidly. In order to satisfy the increasing demand for power, we must reconstruct and expanse the power grids of urban and rural. The project involves a lot of power lines reconstruction and equipment renewal.Therefore, power management is an important content to county electric power supply enterprise. Moreover, constantly changing urban,streets,buildings and load information, all need a system provided with updating changing line equipment, convenient maintenance and management, to meet the manufacturing construction and development needs of current distribution network.In connection with actual situation of Gaoyang, this paper realized research and development on low voltage distribution of power supply enterprise based on GIS. Combined with the characteristics and technology advantages of GIS and practical demand of Gaoyang power company, this thesis adopted low voltage geographic information system based on B/S model, realized four modules'design and implementation, including low voltage distribution GIS management, low voltage equipment management, low voltage material management, low voltage theory line loss computation. This paper studied the method of low voltage line loss computation, it discussed calculate method of actual line loss rate, method of theory which consisted of meter loss and line loss. In addition, this paper also test and operation the main functions of system, including specific application and realization of several smaller modules, such as how to add,move,locate equipment, lines on the map,how to query spatial, measure distance, control layer, query line loss data, manage data, manage system and so on.
