Black spots are inevitable on expressway, which seriously decrease the level-of-service and cause an important effect on expressway operational safety. So identifying black spots scientifically, plus taking some countermeasures of pertinency could the most efficiently prevent accidents with the least cost, is a key issue in expressway operation. The development of intelligent transportation technology has made accident prevention on expressway black spots possible by providing abundant real-time traffic data, which also promots the road traffic safety research undergoing towards intelligent, digital as well as systematic direction.This paper firstly makes a comparative analysis of identifying methods of all kinds of black spots, introduces the dynamic dividing sections method and its principles of identifying black spots, as well as puts forward the identifying method only for disaster weather black spots. Then, according to the field survey result and cause analysis of black spots, the paper divides accident-prone locations into four categories.From accident precursor concept, combining with the traffic parameter data and the scene investigation data, the freeway operational safety performance on uninterrupted flow and condition is researched. So it extracts operating speed of vehicles as the accident precursor under uninterrupted flow, and also forms the multi-variable freeway operation safety assessment and standards of interrupted flow admixture so as to provide basis for the dynamic traffic monitoring and accident prewarning. Simultaneously it establishes the different calculation models for the location of different accident precursors according to the process of accidents.Finally, it establishes the accident prevention system of expressway black spots composed of traffic information collection, risk status judgment, pre-warning information distribution and communication, whose functions were designed in detail. This paper provides the guidelines for taffic and roadway weather information detectors and designs an information data base of accident prevention.This paper is written based on the Chengdu—Chongqing freeway. Combined with the existing monitoring equipments, it sets up the accident prevention system for black spot from K6+500 to K6+550.
