At present, most of the material of asphalt pavement is conventional HMA. The productive process to HAM consumes plenty of resources during the heating procedure. Besides, HMA gives off much gas of hazard when its production and performance. Asphalt, as a kind of flammable material, it is easy to burn up and resolve to be harm to health of people around. To solve those problems, this essay will double-modify the base asphalt and modified asphalt to develop a kind of anti-flaming and warm-mix asphalt, which needs lower productive temperature and has excellent anti-flaming characteristic.It will be an orthogonal design to find out modified mechanisms and mix quantities of two different warm-mix agents and fire retardant, and then the property of the asphalt cement under the condition of high/low temperature will be testified by the penetration, ductility, softening and SHRP test. The anti-flaming property with different admixtures will be testified by the limited oxygen index test. Whatsoever, the modified anti-flaming and warm-mix asphalt mixture is designed based on the Marshall method of HMA. This experiment also includes the tests for road properties, such as high/low temperature performances and water stability of the asphalt mixture. Its anti-flaming property is going to be valued through the simulate combustion.The results of the whole experiment shows that, after being modified, the new kind of asphalt cement needs 30℃lower mix temperature than before, and the SBS modified asphalt mix temperature is lower by 15℃to 20℃. When sasobit is the warm-mix agent, the anti-rutting property under high temperature increases more than 36%, but the low temperature property and water stability decrease about 15% and 5%. When cecabase is the warm-mix agent, the same properties increase more than 27% and decrease about 6% and 1.3%. The anti-flaming property is obviously improved through decreasing the quantity loss by over 39%.
