Recently, with the developing of economic and population, in the course of the utilization of the river, ecological system is often neglected its own requirement water, its normal circulation is disrupted, caused a series of ecological environment problems, such as the disaster of flood, the deterioration of grass field, no flow in rivers, the rivers and the lakes polluted. At the same time these problems also restricts the development of national economy, and affects people's basic living standards. In addition, with the process of industrialization and urbanization is advancing rapidly, resource crisis is becoming more and more serious. We need to think about water resources, ecological environment and human economic activities to maintain in a sustainable range, in order to realize sustainable development of society and economy.This paper sets out from the present researches of ecological environmental water requirements and water resources carrying capacity, analyzing the existing problems in the research field, expounding the meaning and calculation method of the ecological water requirement and water resources carrying capacity. Combinng with the actual situation of Luanhe river basin, using the Desktop Reserve Model of BBM method and the improved Tenant method estimated ecological water requirement respectively on Tangshan segment of the low reach of Luanhe river basin. Introducing the ecological water requirement as an indicator, through the gray correlation analysis method to screen indexes related water resources, in order to establish evaluation index system. Using "horizontal vertical"open grades method of the dynamic comprehensive evaluation to calculate water resources carrying capacity in Tangshan area. After analyzing the evaluation results of water resources carrying capacity, using the MATLAB Genetic algorithm toolbox, we need to optimize the water resource of Tangshan city from the economic, social and environmental three aspects.The results show that the total of ecological water requirement is 17.3720 billion cubic meters. Water resources in Tangshan area are not in equilibrium. Water resources are limited to the threshold in tangshan city,qianxi and luanxian, qianan,leting and luannan have the development potential.
