On the basis of full analysis of research actuality in China and abroad, this dissertation presents the main contents and key issues of water resources carrying capacity and probes into the necessity and significance of water resources carrying capacity analysis. Discusses systematically the definition, concept and connotation of WRCC and analyzes the water resources-society-economy-ecological environment system. This system is a complex-huge system consisting of water resources system, social system, economic system and ecological environment system. According to the analysis of the system and its sub-systems, the relationship between the water resources and system's components, functions, characteristics were studied. The mostly influencing factors were studied and evaluation index system was established. Screens constitutive index, set forth assessment index system for WRCC. The index system was made up of basis indexes (population density and economy scale), which reflect the whether the water resources carrying capacity is big or small, and harmony indexes, which reflect the harmony status of the water resources-society-economy-ecological environment system. These indexes are more universal comparing to the existing methods. Based on the evaluation indexes systems, the mathematics models of WRCC were established and related arithmetic has been set up.On the basis of he historical data about water resources for many years in Tianjin, the paper studies water supply and water consumption, and their development tendency. At the same time, the paper evaluates the present status of water resources development and utilization, and analyzes the main existing problems of present water resources. According to the realistic data and prediction data of development planning, in light with the calculation of water resources carrying capacity in different design years, analyzes the development tendency of WRCC in Tianjin City.
