With the development and maturation of computer, communication, image and video processing and 3G technologies, digital process of port and waterway traffic management is quietly rising, especially in the management of port pilotage. Computer technology is gradually replacing the traditional management technology. It integrates a variety of discrete pilotage information. Mutual integration and cross reference of various pilotage information can improve not only the accuracy and reliability of the information but also pilotage work safety. Modern pilotage management system based on computer technology has greatly promoted the safety and efficiency of shipping. At present, China has developed its own electronic chart display and information system (ECDIS) and AIS products. AIS is an important source of information in the pilotage information management system. Therefore, the superposition of AIS and ECDIS is very important for developing pilotage management system. This thesis puts forward a new idea, that is, AIS information can be superimposed on the remote sensing images, and the information can be used in port pilotage management. In this thesis, an intelligent pilotage dispatch monitoring system is proposed which can provide the function of real-time monitoring and piloting the ships.The research emphases of the thesis include:1. Based on the pilotage business procedure and the requirements of navigation safety, the thesis comprehensively analyzes the actual demands of pilotage monitoring and how to use information technologies available to meet the demands.2. The problems of localization and display of the remote sensing images are studied. Fast image output can be achieved using the outlining principle. Meanwhile, we realize the simultaneous display of remote sensing images and electronic chart which meets IHO S57/52 international standard. Superposition display of key elements based on the remote sensing images has also been achieved.3. Interpretation and display of AIS information are studied. AIS consists of three parts: display (including ECDIS, ECS, ARPA, PC), data acquisition (GPS, HDG, COG) and communications (VHF), and Communication and protocols are the most complex parts. In this thesis, commu- nication protocols and data format of AIS are studied. The real-time received AIS information can be displayed in both electronic chart and remote sensing images.4. The database of port information is established. This study chooses Qingdao Port as the research object. Port information used by pilotage service are sorted out and integrated. The information combines with the pilotage monitoring system with the help of database technology, and then navigational aid information can be shared and interacted.This design combines theoretical analysis and practical experience. The use of wide range of materials and sufficient content provide an important guarantee for the smooth development of the study. In this thesis, Qingdao pilotage station is the practice platform, and its pilotage business is the model to develop the system. Staffs in pilot station and research institutions have been involved in the design and testing of the system. Therefore,the system is more practical and feasible. At the same time, the thesis instructor provides helpful technical support for the study.Port pilotage service is a window for a port and a country to show its technical strength. Numbers of ships around the world arrive at ports in china everyday, and ports have become an important link for China to connect the world. To some extent, Pilot efficiency is directly affected the image of a port or a country. At present, international ports are transforming from the third generation to the fourth generation. Study on the key technology of pilotage management system is undoubtedly of great significance for developing advanced information systems with our won independent intellectual property rights, and it also meet Qingdao strategic requirements for being northeast Asia international shipping center.
