The disadvantage of power distribution network is more obviously with development of electrical power system and establishment of electrical power market. It is mainly reflected by unreasonable of distribution network structure, restoring and dealing of power distribution network, transferring of power distribution network charges. Distribution network reconstruction and distribution automation is the effective methods to deal with these situation.The Artificial Fish Swarm Algorithm is a new stochastic optimization algorithm based on group intelligent. It has a stronger robustness, the fine distributed computing machine- made, easy to union with other methods, and so on. According to the deficiency of AFSA,This paper proposes a hybrid artificial fish swarm algorithm based on the adaptive mutation operator and the simulated annealing. The test function of simulation experiment, the results indicate that the implementation of this hybrid algorithm is as simple as that of AFSA,and the operation efficiency and searching ability of the hybrid algorithm are greatly improved.In order to solve a complex combinatorial optimization problem of distribution network planning. According to the requirements of the middle-voltage power distribution network pl- anning, Based on artificial fish optimization framework, satisfied radioactive constraints of the distribution, structured a mathematic model to minimize network annual cost, the artificial fish swarm algorithm is designed for distribution network planning. All possible circuits are taken as optimization variables for Initialization of artificial fish, ensuring most of the soluti- on can be distribution network power calculation in the optimization process. According to mathematical model of conventional power distribution network programming, using 10 node of medium voltage distribution network planning example make experiment analysis. According to Considering the reliability index of the mathematical model of distribution network programming, using a Northwest city distribution network planning example data make experiment analysis. programed distribution network by VC++ 6.0.The calculation res- ults show that the proposed method can obtain the optimal solution promptly and has ability of global search strongly. AFSA is feasibly and effectively in planning for the distribution network.Combined with DunHuang distribution network reconstruction project, This paper applied conventional power distribution network programming method based on improved Artificial fish swarm algorithm, reforming the power distribution network frame structure of DunHuang. And cooperate with distribution automation design scheme, adopted isolate and recovery of the distribution network fault area, achieve the intelligentize, improve speed of the distribution network, reduced outage cycle and range, improved the economic benefit and social benefit, made distribution network to achieve a safe, flexible and reliable goals.
