With the continuous growth oh the air traffic flow. the heavy traffc issue is becoming prominent day by day. Implementing radar control strategy is the main method of improving the airspace capacity and releasing the traffic pressure for the Air traffic Management Bureau. It can strengthen the degree of automation. reduce the workload for the controller and shorten the horizontal separation of aircrafts. improve the air space usage. and raise the air space capacity for safety running and aircraft operation efficiency.Improving the reliability and precision. reducing the inaccuracy of radar system, and studying the separation of aircrafts are the condition and guarantee for bringing in radar system control. On the one hand this thesis evaluates the stability of the whole system by calculating radar system's reliabiliy: on the other hand it evaluates safety of radar system by air collision risk based on the research of aircraft flight separation under radar precision.In respect to radar system reliability. this thesis establishes a mathematics model of calculating system reliabiliy and also develops an equipment life circle management system. Through study of the data from primary radar control system. the system can provide the evidence for the equipment maintenance staff when they are judging. the radar system reliability. The result of this thesis has become a method of radar system reIiabilit) test. It has been successfully applied in validation evaluation to qualify the radar system in civil aviation. and can be used as a reference for reliability analysis of civil aviation equipments.Regarding the air safety and radar precision. this thesis firstly establishes error distribution model of radar measurement and aircraft close approach probability model and then improves the EVENT model according to the radar control system features to build up radar horizontal separation model. Through the analysis and verification of the cases,this method can evaluate if the precision of radar meets the requirement. and can be used in radar system emulation.
