Construction And Application Of Evaluation Indicator System For Urban Planning Desirability To Low-income Populations

Tall buildings, train of vehicles; With the bustling wide streets and park like housing district……There can be no doubt that the city of China is undergoing a never-ending changes. City is becoming more and more beautiful and the quality of life is better and better. However, in such busy cities, very little attention to another group of people——the low-income populations in cities and thier real lifehood.They live at the foot of the social ladder, with a typical feature of the social vulnerable groups, which is also a bottleneck in the constructing of socialist harmonious society. Therefore, it has gteat practical significance to research on the low-income people in cities.Actually, some experts and scholars have already started to enter on the studies of low-income populations.But most of them just stay at the economic compensation and housing assurance, having took the research off the table and being lack of study at the lifestyle features and the needs in urban development areas of them. It is for this reason the task group have carried out the research on planning requirement of the low-income populations.Overall, this paper is intended to investigate the basic conditions and needs of low-income people using the methods of social investigations, and take an analysis on the areas of planning needs and relevant details. And than, based on the analysis results,"a Evaluation Indicator System for urban planning desirable to low-income people should be built up, which would be used to size up that whether the present urban construction is desirable. After that, there also will be an exploration of application on this system. However, following the point of "Problem research——interpreting the objects——practice mechanism——Strategy Considerations ", this paper mainly contains the following five parts:Part 1, the first and second chapters, being about basic definition of studies. It points out the form, size, causes and spatial distribution and lifestyle features of low-income populations and resolves the concept of"requirement"and"planning requirement".Part 2, the third chapter, which gives a depth of parsing to the needs of planning area, features and causes for the low-income populations. Part 3, the fourth and fifth chapters,in which a indicator system based on the planning requirements of the low-income populations would be established. Specifically, this part will induce the process of how to build and correct the indicator system and the functions models and analytical methods being used in building the indicator system.Part 4,the six chapters, take Wuhan for example, analyze the results of evaluations actually and advance the policy of needs for planning.The conclusion summarizes the views and pointed out the shortcomings and future in this study.
