Highway construction in Jiangsu Province has long been resident in the national leadinglevel, it is inevitable for economic and social development to build a safe, efficient, sustainabledevelopment in the modern transportation system. However, the average height of theembankment is3.5meters in Jiangsu Province, which occupied by a large number of permanentlands and increased the amount of soil, destroyed the landscape of the surrounding environment.Therefore, it is still needed a kind of new design idea to solve the problem. It is proved helpfulfor the sustainable development of resources by a lot of practice, which designed better servicesfor highway construction relative to the traditional design concept of the low embankment,reducing non-renewable land resources, saving construction costs, reducing damage to theenvironment landscape, reducing the incidence of traffic accidents.Low embankment design concepts have been studied in Zhejiang Province, Hebei Provinceand so on. this paper is aimed on the applicability conditions of the design concept of the lowembankment, according to the topography, geomorphology, hydrology conditions in the Jiangsuprovince. In this paper, the applicability of the low embankment is mainly described from thefollowing aspects, specific as follows:(1)It is studied the applicability influence factors of low embankment, through the analysis ofnatural conditions, environmental landscape, socio-economic. It is aimed to determine theultimate impact factors through the four impact indicators.(2)To establish the applicability of evaluation system, this paper is studied analysis of influenceof low embankment applicability by fuzzy comprehensive evaluation method and principalcomponent analysis method. It is further evaluated by specific engineering cases.(3) Low embankment design is analyzed from agency cost, user costs and the social costs bythe use of full life-cycle costs, low embankment design concept are better able to meet therequirements of the Life Cycle Cost, saving cost of total project investment.
