With the rapid development of power industry, the consumption of conventional fossil energy, for example coal, oil, and gas and so on, is also increasing, at the same time, with a series of the pollution questions and global warming arising, there is a general awareness to speed up the development of new energy has become very important over all the world. However, as more intermittent power sources like wind power and photovoltaic solar energy etc entering into the power grid, it has brought a great challenge to the stable grid operation because of caused the intermittent and random disturbances by the intermittent power sources.In this paper, it emphasizes the analysis and research on the operation situation with the intermittent power. We consider the characteristic of the reversing adjusting peak of the wind power, and introduce the concept of net load of the system, and make a further study on the frequency influence from the net load in the system, and analyze the influence of area control error's disturbance and peak load regulation from the random and intermittent power.In order to cope with the different frequency and amplitude of the intermittent and random disturbance, based on a division of multi time scale, we establish the multi time scale reserve dispatch optimal and coordinating model. That is to say, facing with the small frequency disturbance which the cycle time is several seconds, based on the principle of all generators share, we establish the dispatch model of the primary reserve. Meanwhile, facing with the big frequency disturbance and area control error which the cycle time is half minute, we propose the dispatch model of the secondary reserve. For a five-minute cycle's intermittent and random disturbance of the system net load, based on the primary reserve and the secondary reserve, considering the principle of saving energy and reducing emissions, we can give of the multi time scale reserve dispatch optimal model.In order to realize the online scheduling and real-time monitoring in the system, by the principle of coordinate among each reserve, we design the system of the multi time scale reserve dispatch optimization. The system framework includes data sources, database server, multi time scale reserve online scheduling program, man-machine interface and so on, it has many functions, just as data browsing, all kinds of disturbance characteristics analysis, the optimization among primary, secondary and tertiary reserve, and the analysis of decision-making result and so on.Finally, we perform computer simulations of the designed system by using the real data of a power grid. The simulation demonstrates the effectiveness of the proposed methods. This work is supported by the National Natural Science Foundation of China (No 51077027).
