Currently, with economic development, people demand more and more energy sources. As the depletion of energy resources and environmental problems become increasingly prominent, the renewable sources, such as wind power and solar photovoltaic are undergoing a widespread use and significant development all around the world. Until 2020,China will build eight 10GW wind power bases in Northwest, Northeast, North China, East China,etc; meanwhile,1GW solar photovoltaic bases will be built in some districts. The development of intermittent energy in China has presented several features, such as large-scale development, long-distance transmission and centralized integrating to power grid at high voltages. Because of the randomness, fluctuation, and intermittence of the wind power and solar, large-scale wind power and solar photovoltaic interconnecting to the grid will bring numerous challenges to the operation, dispatching and control issues of the power grid.This paper starts to survey the active power dispatching and control situations of wind power and solar photovoltaic, researches the existing problems after large-scale wind power and solar photovoltaic connecting to the power system; in addition, according to the domestic and international experience as well as the developmental plan and trend of our country, analyzes the actual power characteristics of large-scale wind power and solar photovoltaic, and proposes the active power automatically dispatching and control scheme of the large-scale intermittent energy.Firstly, the essay summarizes the power characteristics of intermittent power, discusses the dispatching and operation situations and some problems because of centralized connecting to the system and analyzes the current situations and experience at home and abroad.Secondly, the paper considers two methods to control the real power in terms of the maximum power control mode and power tracking mode. In order to achieve these two modules, it designs the whole structure of the system according to the signal channel and device resource, so that it guarantees the reliability and feasibility of the system as well as its extendibility.Thirdly, it states the whole control strategy of the real power dispatching and control system and illustrates the coordination control strategies between power plants, stations and areas; moreover, concerns about the control methods when wind power and solar are combined and also wind power, solar and heat combination. The control strategy is the core of the whole system, it not only guarantees the stable and reliability of the power system, but also promotes the transmission ability of the grid to enable the intermittent energy to generate the maximum power and increase the overall energy efficiency.In order to achieve the function of real time monitoring the whole system and provide the platform to intelligent coordination control strategy, the monitoring software of dispatching center is developed. This software contains several functions, for instance, the process of multiple data source, man-machine interface and statistic and analysis, etc.According to the requirement of the system and the actual operational characteristics of the wind farm and solar photovoltaic station, the real power dispatching and control device has been designed based on the stable and secure control platform. This device processes the ability to adjust the power, cut air blower feeder, and apply for generating more power automatically or artificially following the generating plan; meanwhile, satisfies the demands of generating and controlling the active power.In the end, the research, design and implement of this system provide technique support to the leaping development of large-scale renewable energy, promote its sustainable and stable development, and also bring economic benefits. The next step problems and extensive researches are also included in this paper.
