City parking fees and congestion pricing policy, as the important means of controlling private traffic in the area of pricing policy, balance the contradiction between traffice supply and demand in the transport system and make their due contribution to the effective development of urban transportation system. However, in the current urban transportation pricing system, there are lack of good and effective linkage among many transport pricing policies, and the process of making price doesn't put full consideration on the other policies from a overall angle. Since there is no city making the implementation of road congestion charge in the mainland of China and parking fees also has the problems mentioned above, the linkage of city parking charges and road pricing need to be considered as a problem to be solved in the pricing, in the purpose of regulation private transport.In the first place, this article describes and introduces parking fees, congestion pricing theory and the theory of system dynamics, on the basis of which, analyses the necessity of linkage between parking fees and congestion pricing and provide specific format of linkage, in order to make foundation to establish the main feedback loops and the relationships between variables . Based on the analysis of two main parts, traffic supply and demand, and subsystems including population, land, economic and environmental, in the system of parking fees and congestion pricing linkage, the factors and indicators in the linkage system are determined. This paper severally established the causal loop diagrams and flow diagrams in the pricing linked simulation mode of parking fees and congestion pricing and identifies the main feedback loops and the relationships between variables.Dependent on the data from the year of 2005 to 2009 in Haidian District, Beijing, the pricing linked simulation mode of parking fees and congestion pricing was validated and the paper makes the simulation prediction based on the calibrated linked format and the actual date of the year 2009, proposed two different linkage program of two parking charges in Haidian District,with getting the change trend and change proportion of parking fees and congestion charging under the linkage system.Finally, combined with the existing and forth coming relevant policies of Beijing, operates the policy experiments in the simulation system, in the realm of population, vechile and envoirnment, specifically definites the impact of policies'implementation on the future system and puts provides relevant policy recommendations.
