Traffic jam is a problem which many big cities are confronted with at present. The traffic accident and circumstance pollution that traffic jam conduces are increasing. This has been a bottle-neck problem for further development of the national economy. And this affects the function exertion and the sustainable development of cities. Peaple has realized that constructing more roads can't solve traffic problem radically through implement of traffic jam measurement. Constructing roads can't meet increasing traffic demand. So it's essential to solve traffic problem by economic measurement.This paper first summarizes the theoretic frame of congestion pricing, and then introduces some essential microeconomic theory, analyzes economic characteristic of roads. The principle and essence of congestion pricing is illustrated. Congestion pricing is essentially a measurement of transportation demand management and it ultimately intends to realize maximum of system efficiency. The best congestion pricing should be difference of society marginal-cost pricing and individual marginal-cost. Space time consume of different trip manners are compared and analyzed. And congestion pricing objects are ascertained. Based on the former result of this research,The effect of congestion pricing to trip choice has been considered. Logit model is introduced in congestion pricing theary. emphasize Congestion pricing problem research for mixed traffic equilibrium is studied.In the end, the calculations ofthe model on a simple testing network are carried out.This paper summarizes practical experiences and lessons of many cities's urban road pricing, and from them puts forward a few of advices that our country's road pricing system should follow.
