Along with the development of the economic society of our country, the comprehensive transportation system is more and more outstanding in the traffic system, and it is listed as the key research topic by Ministry of Transport. For the question of separate modeling of various modes of transport in the integrated traffic planning, this paper proposed a generalized model for network planning. We mapped different transport networks into a topology which consists of nodes, line segments and attributes, then established a bi-level programming model based on the topology to provide theoretical support for the integrated transport network planning.To achieve the research goal, this paper analyzed the basic characteristics of an integrated transport systematically first, studied the development of integrated transport in our country and the basic properties of four common modes of transport. And then, this paper analyzed the characteristics, constituent elements and the effects of integrated transport from the aspects of economic, technology, community and environment. At last, proposed time and space division of integrated transport model to lay the foundation for the later construction of integrated transport network topology and generalized cost planning model.This paper established the topology of various modes of transport using the knowledge of traffic engineering, systems engineering and transportation, and researched the logical structure of broad network of integrated transport. This paper introduced the method of graph theory to built model for integrated transport network using the concept of generalized cost, so it has all the attributes of various modes of transport and shows the contact of them non-destructively. It paved the way for the building of the generalized model for the integrated transport network planning.Based on the topology of integrated general network, and introduced the model of bi-level programming according to the analysis of the elements of an integrated transport network planning and the dual nature of the planning objectives, this paper proposed a topology-based bi-level programming model. This model considers optimizing the benefit to cost ratio for managers and decision makers, and takes the user's travel costs into account. Finally, based on the design of the model solution algorithm and the analysis of the case in coastal areas, Hebei Province, this paper validated the feasibility and practicality of the generalized model of integrated transport network planning.
