According to statistics, Chinese public buildings amount to 5.3 billion square meters, accounting for 27% in all types of building's total area, of which 11% of large public buildings, 16% of common public buildings. The former building energy consumption value accounts for 4% in all types of building energy consumption value, and the latter accounts for 19%. The annual average power consumption of general public buildings is 40~60kWh/(m2 a),which is 2 to 4 times of the residential buildings. While the large-scale public buildings is 100~350kWh/( m2 a) and up to 10 to 15 times.At present, the amounts of Shijiazhuang existing public buildings, actual energy consumption and other related conditions are not sure, which ,to some extent, affects the government to make reasonable decision with public buildings'energy saving improvement. Therefore, knowing the total number, the distribution, the built time, the structure form and the actual energy consumption for carrying out energy saving is of great significance.The study of this project aims to get effective measures about energy saving improvement of existing public buildings mainly by sample survey of existing public buildings'essential information and energy consumption in Shijiazhuang, founding models of public buildings to make energy consumption analysis and contrast arithmetic , checking calculation model through survey condition.The research will identify existing public building operation and management problems and provide theoretical basis for government to carry out public buildings energy saving improvement and strengthen the operation management of public buildings by practical examples of energy audit and energy monitor system.In addition, the paper puts forward the retrofit of existing public building energy efficiency technology programs, retrofit includeing : (1) air-conditioning ventilation system, mainly for cooling, heating system, pump circulation system, use of natural cold source, fan coil system , cooling tower systems, fresh air system optimization (2) building envelope renovation, including doors, windows, roofs, external walls. (3) Energy monitoring system (4) increased use of renewable resources.
