Juma River is an inter-province river which rises in Hebei province and flows through Beijing to Hebei province again. Juma River basin itself is seriously water shortage.In the basin, water resource developmet degree of utilization intensifies gradually, the social economy develops and population increase unceasingly.All this factors causes Hebei Province and Beijing struggles the water contradictory day by day incisive. Therefore, the rational allocation of Juma water resources, the solution of the ownership of Juma water resource is a complex systematic project which involved in establishing a system of right to use water, managing river -basin water resources, social economy, sustainable development and other relevant laws and regulations .Consequently, studying the water quantities allocation of Juma River has positive exploratory value.This article reviews domestic & international experiences and theories, learns and summarizes the principle of river -basin water quantities allocation, analyses the research on water right initial allocation, water rights system costruction in China, domestic water right initial allocation frame, river-basin water volume divertion principle, presents water right initial allocation frame of Juma River and analyses the characteristics of the existing Juma River water quantities allocation plan. We use the method of estimation to calculate the ecological water consumption in the riverway, based on the principle of water balance, the paper use hydrology matching line method to calculate the quantity of the surface water resources, available water amount of the surface water resources with the reverse process method, analyze the research and the calculation of ecological water consumption , and the hydrology matching line method to calculate the frequency of the rainfall in Juma River. With rainfall-runoff relationship, we calculate regional produced flow,Through the analysis and calculation of the possible water volume to Juma River. Under Juma River initial water rights assignment frame, the water allocation scheme which has GDP as its indicator and the scheme which has river basin size as its indicator and the initial water right and water amount distribution scheme proposed in which the priority of the regional production flow depends on the region are brought up. By analysis and comparison of the three schemes, the scheme for the Juma River that the runoff produced by a river should be prioritized by the river, in which few factors related to water allocation is considered. Additionally, the scheme is both clear in concept and duty, and the properties in terms of economics, ecology and equity are expressed in this scheme. This scheme is therefore suggested. This provides useful reference for the scheme of the inter-basin water diversion and water separation with ford affairs by researching the such a special water allocation scheme for the Juma River.Through figuring the data of rainfall in Beijing from 2006 to 2009,the result indicates that with rainfall -runoff relationship to measure regional production flow is consistent with measured data, and without measured data of the in-out runoff we can recover the production flow to allocate water amount with rainfall-runoff relationship. Water volume distribution with this method reflects the initial water right allocation priority of water source area and the waterfront .This program has simple and easy operation before any feasible water allocation scheme is brought out.
