Research On Water Rights System And Allocation Of Initial Water Rights

Water is a kind of basic resource. It is not only the element of man, but also the substance necessary for industrial, agricultural production and so forth. With the progressing of the world more water is needed, however water is lacking in many parts of the world. Water resources of China are scare, too. To solve the problem, an excellent water rights system is necessary.Firstly, this dissertation introduces the disadvantage that exists objectively in our country's water resources from the quantity, quality and distribution. Then the dissertation introduces the problems that exist in the development and utilization. Both of them show that the situation of our country's water resources is serious. All of them are used to introduce our country's water rights.This dissertation introduces the definition, characteristic and function of property rights, property relations, water rights and water rights system to prepare for introducing circumstances of our country's water rights system. It studies the development and faults of our country's water rights system, too. It is necessary for us to redesign the system.This dissertation explains the necessity of the initial water rights' allocation and establishes the mathematical model of the allocation. It establishes three subsystems based on the ecological environment, impartiality and efficiency firstly and they are combined into a multistage fuzzy optimum system. Here we can use the theory of fuzzy optimum selection for multistage and multi-objection decision making systembased on relative membership degree to get the allocation plan.Before redesign our country's water rights system, this dissertation proposes the success of some foreign countries' water rights systems. Then it illuminates the principles and ways of our country's water resources' allocation and so on. It redesigns the system in the definition of the water rights, the foundation of the water rights market, management of the water resources, etc. It includes some ideas for the exchange of water rights, the foundation of water rights market and the control agency of the river basin.
