The line loss is the lifeblood of power supply enterprises; it reflects theeffectiveness of the work in technology, management and other aspects of anenterprise. The high loss rate of10KV and below has become the topchallenges facing power supply companies. With the work carried out in lineloss delicacy, it has become increasingly clear to us, although the low-voltageline loss rate is affected by many factors, the main reason lies in frequent andunprohibited electricty stealing of residents. In2010, for example,46thousand households have been seized for electricty stealing, soared by30.5percent over the previous year.Over the years, the investigation of residential electricty stealing mainlydepends on awarded reportings and clues provided by meter readers, and thenfull-time staff will check on site and provide evidence. The management lineloss rate of many residental low-voltage areas remains high due to the lowpermeability of this so called "find one and break one" method. There hasbeen one separately installed meter for every household in company's supplyarea, even in remote rural areas, such as fish ponds, pumping stations and soon. It is the "one household,one meter" power supply that objectively createsfavorable conditions for electricity stealing.Although the power company puts in lots of manpower in electricityinspection activities every year, the method of periodic survey is impracticaldue to the huge number of residential customers. North City electrical supplycompany, for example, had1.7798million residential customers withinsupply area up to year2010. If periodic survey is taken,4876households willhave to be inspected eveyday all year round. The effective way to change the above situation is to allocate human andmaterial resources against electricty stealing according to the severity and toincrease efforts to crack down stealing in hardest hit area. For example, highfrequent and penetrating spot checks can be taken in particularly seriousareas. Not only can it improve the efficiency of stealing investigation, but alsocan cause a deterrent to stealing households and play the effect of preventingstealing.This article analyzes the characteristics of low-voltage residential powerstealing,with North City electrical supply company for study, using the methodof statistical analysis, from views of stealing methods, distribution of stealingin different nature areas and different income groupsOn the basis of concluding original rough stealing severity rating methodof North City electrical supply company in practical practices, we put forwardnew principle on stealing severity rating.According to this principle, the article puts forward the concept oftechnical line loss rate benchmark and conducts derivation of calculation afterfully considering the impact to the Line Loss caused by different types ofareas and technical reasons such as three-phase load balance. Afterwards, aclear definition of electricity stealing severity in low-voltage set area of NorthCity Electrical Supply Company emerges combined with the ratio of stealingverified in the last three years,2010set area accumulated line loss rate andpower loss due to stealing.According to the proposed method, the stealing severity classificationscheme has the following characteristics:(A) Taking into account both the annual accumulated line loss rate andaverage stealing verified ratio in the last three years for examining stealingseverity, which can not only use anti-stealing experience in the past, but alsooffset the current deficiency due to high error rate and failure rate of loadmeasurements recorded Miriam. (B) Using different line loss rate standards to define the severity of fourlevels for different types of set areas, and effectively reflecting reasonabledifference between line loss rates in different areas(C) The values of power loss caused by stealing in the same severitylevel are equal, making clear the direction of inspection work.By practice analysis, the article proves that the rating method canstrongly improve the targeting of anti-stealing work, and release low-voltagepower losses due to stealing to the greatest extent.Finally, based on the rating method of stealing severity, the articleassumes classified anti-stealing management measures from aspects such asmeter data management, publicity system, inspection system, the system ofpenalties and establishes a whole set of workflow system from stealingprevention, handling and tracking.The research on definition and management approach of stealing severityof set areas can help the power supply enterprises to concentrate manpower,material resources and improve anti-stealing work efficiency. It can alsoreduce the occurrence stealing to a greater extent which helps to protect thelegitimate rights and interests of the power supply enterprises and safeoperation of power grid.
