With the growing proportion of urban road lighting power consumption, the traditional lighting technology exposed many obvious disadvantages. After midnight, electric equipments reduce, grid voltage rises and the illumination of lamps increase, which not only cause power waste, but also reduce the service life of lamps. In view of this situation, this paper presents an energy-saving lamp controller based on multi-tap autotransformer and adjustable voltage. Introduce technology of non-contact voltage regulation. Solid-state relay was used as voltage regulating tap switch and in voltage zero moment adjust voltage to keep the lamp input voltage waveform continuously and smoothly. The controller integrates automatic voltage regulator and integration, and has advantages of non-contact, multi-level adjust voltage. Its pressure regulating range can reach more than 18%.The main part of this thesis introduces the main circuits of energy saving equipment, working principle, tap-changer choice, etc, analyze the circulation problems occurred during voltage regulation and proposed solution. The control part was consisted of hardware circuit that microcontroller as core. Voltage control parts of the hardware design was completed, including logic control circuits, the zero detection circuits, solid state relay driver and time control module. The specific parameters of each part and wiring way were given and fabricated the hardware controller. For the software parts, according to the working characteristics of energy saving controller and the energy-saving way, closed-loop control strategy for step-down regulator, time regulator, other specific methods and software implementation process were designed. Based on completion of the hardware and software, the economic performance of the controller was calculated by voltage regulation strategy. The results showed that energy-saving controller can save more than 17 percents electric power. Taking into account the life of high pressure sodium increased when reduced the voltage running. At the same time energy-saving also saved road lighting maintenance cost.Finally, according to the design ideas and means of energy saving controller, modeling and simulate through MATLAB software. Observe the variation of voltage and current in regulating process and simulated the variation of voltage and current when circulation occurred. Transition branch was used to resolve the circulation. The validity of the theoretical analysis was demonstrated through comparative analysis. According to the control strategy, observed the output voltage, the results showed that output voltage value consisted with setting and the error was small, antihypertensive effect was obviously.
