As the development of the economy, energy demand is increasing; the shortage of conventional energy and the environmental pollution becomes severer, it is now an inexorable trend to exploit new and renewable energies to meet the requirements of the resources, environment, and the development of the society. The solar energy is the most important basic energy among all kinds of renewable energies, and our country is abundant with solar energy. Nowadays, the widespread use of solar energy in building is increasing.This paper presents the design and operation plan of a combined operating system of solar heat pump and electric boiler, investigates the percentage of the heat quantity provided by the solar heat pump within the total building heat load when the solar fraction is set to be 30%,40% and 50% of the design heating load.Numerical simulation programming is used in this paper for yielding the solar radiation in the calculation process of heat collecting capacity in the solar energy collector. According to the calculation in the heating season of the years 2009-2010 in Lanzhou, a conclusion is obtained:The heat quantity provided by the solar heat pump accounts for 51.8%,82.7% and 98.02% of the building heat load in the whole heating season when the solar fraction is set to be 30%,40% and 50% respectively. Comparative analysis is also presented on the issues of the increment of recovery period on the initial investment, the environmental benefit and the heat price between the combined operating system of solar heat pump and electric boiler and the independent system of electric boiler under different solar fractions. At last, it concludes that the system is superior to the others when the design load ratio is set to be 30% by the analytic hierarchy process-fuzzy comprehensive evaluation method.According to the analysis in this paper, it is concluded that:it is very favorable to use solar energy in Lanzhou, it can both save the conventional energy and reduce the environment pollution.
