Under the fast industrialization and urbanization of China, a lot of agricultural lands have been converted into lands for construction purposes to support the extension of cities of which industrial parks at different levels account for a considerable part. On one hand, the conversion of lands as as an important productive factor for non-agricultural purposes not only promotes rapid economic development, but also confronts the country with many problems about food safety, social security, ecological safety and economy, which urges the limit of the conversion. On the other hand, as development is the priority, the continued growth of the local GDP owes to the fast development of the industrial parks. The near future is of utmost importance to the strategic goal of building China into a economically strong country based on its industrialization and urbanization. The intensive use of the lands in industrial parks is indispensable under the context of the increasing shortage of lands and more drawbacks for industrial parks. At present, the industrial parks in China's small and medium-sized cities are faced with two problems about the use of lands. One is that the scarcity of land resources in China limits the use of lands for the construction of industrial parks. The other is that the development of industrial parks in large cities is to limit that of the industrial parks in small and medium-sized cities because it is probable that The Ministry of Land Resources of China will enforce a tightening policy about the use of lands for non-agricultural purposes with the release of the upcoming 12th five-year plan. In a word, it is a tough and time-consuming task to have lands used intensively, which is of strategic significance to the country and deserves a depth-into research.This article is composed of six chapters. Starting from the research background of the intensive use of lands in Chinese cities, the first chapter expounds the purpose, significance, contents of the research and the problems it intends to deal with, and put forward the methods and the process as to how the research is done so as to have a framework for the research. The second chapter gives a systematic analysis of the research of scholars home and abroad about the intensive use of the lands in the construction of industrial parks. Chapter 3 makes clear the concepts and ranges about industrial parks and the meaning and general standards for the intensive use of lands, proposing that the use is a relative and dynamic process, that is, there is reasonbility about the use. In consideration of the experience about the development of the industrial parks in China, the paper divides the thirty years' development into three phases so as to prove the fruits and troubles in a analytic way , finding out it is of great necessity to use the lands for industrial parks in Chinese small and medium-sized cities.Being the core of the paper, the fourth chapter gives a systematic analysis of the practice of intensive use of lands in industrial parks in Chinese small and medium-sized cities. is the core content of the small and medium-sized cities in our country, land intensive use strategies of industrial park makes a system analysis. Their construction is divided into three phases, namely, the initial when the enterprises enter the parks, the middle when there is a concentrative effect among the enterprises and the final when the government comes up with better conditions for the future development of the industrial parks in small and medium-sized cities because it is difficult to form an industrial cluster. A group of strategies are proposed after the analysis of those applied during the phases.The fifth chapter, with Anhui Xinwu Economic and Development zone as an example, put forward such measures government considerate service, perfect infrastructure facilities, choices of businesses and investments mentioned in relevant policies and regulations. The sixth chapter is the concluding part in which there are four conclusions and a supplementary mention of what is not delved into in the research that is expected to be done in the future.The article analyzes how to use the lands intensively in the development of industrial parks in small and medium-sized city . And it has the following originalities: first, the intensive use of lands is divided into three phases on a diachronical base according to the changing role that government plays; Second, it gives an initial summary of the basic elements in the development and the strategies; third, with Anhui Xinwu Economic and Development zone as an example, it put forwards the process, polices and its detailed enforcement that has an instructive significance on the sustainable development and the change of develop pattern of the industrial park which is expected to be borrowed by other similar industrial parks.
