With the rapid development of the GPS technology, the owners are not content merely to rely on separate GPS navigation and positioning, adding more low cost of positioning sensors is increasingly popular. So the combination of navigation technology is popular in the present stage of research. Because of the trailers and the whole carrying of the stolen car, the owners can judge where their stolen vehicles are by GSM, and it is benefit for finding their vehicles back, So it is factual and impotant to design a new juggle with the function of navigation and positioning system.In this paper, there is a system with navigation and positioning system and anti-stolen system according to the research of the GPS navigation technology, Dead Reckoning technology and communication technology for GSM. This system can tell people the location of their vehicles by GPS and Dead Reckoning, and it also can make a communication between mobile phones and the implementation of the controller by GSM.Firstly, this paper states the current develpment of navigation and positioning technology of vehicles, the advantages and disadvantages of a single positioning technique and the reasons for this error, and finds the ways of the GPS/DR combination and the methods of data integration;Then it shows "the acceleration" statistical model by analyzing traffic movements for the traffic laws, establishes the state equation and observed equation of the syetem, states the design structure of the Kalman Filtering, and it also shows the the principle of data integration algorithm of the information and the method of the information and data synchronization.Secondly, this paper designs a whole-system structure of charts in hardware, which is based on navigation and positioning system,including the circuit design of the main controller FPGA,the geomagnetism module and the speedometer module, the design of the GPS module and GSM module system, constructs the overall structure of the SOPC system, and details are given in the system FPGA part of the detailed development process; The hardware platforms on the system software development, design various hardware modules of data processing programs, data compilation procedures radio communications proceduresFinally, after completing the system hardware platform the build and the software development, through carries on the related experiment, has carried on the test to system's localization performance and the stable performance.It deals with the gathered GPS and DR information, and this information is filtered in each of filter, then there is integration with the both information, so as to get more accurate positioning information handled by MATLAB. The combination location by location is really get the message done more accurately and better filtering effect according to the stable done by MATLAB. Simultaneously has done the system stability trial about cell phone short message alarm, through transmitted and accepts the localization information test system's stability massively, in the experiment process has transmitted many alarm information contents and orientation data, has not presented a time error code the situation and can be quickly to send and receive messages, indicated that the system had the very good stability and information in time effectiveness.
