In this paper, based on the principle of hierarchical coordination of distributed secondary control system is good for more than one master station and the central station model, that can reflect the decision to transfer the master station, scheduling, assessment rights, but also reflects the Center responsibility of monitoring stations and monitoring the right, but also can make the power grid throughout the region to achieve automatic control of reactive power and voltage. AVC server dispatch center optimization and targets the entire network assessment, control station to monitor network status AVC workstations and maintenance of equipment status, real-time control of all the central station grid substation capacitors, reactors, and switching load transformer tap file position adjustment to achieve the various constraints in meeting the conditions to achieve minimum power loss the whole network.In terms of reactive power optimization algorithm in this paper, intelligent genetic algorithm. Genetic Algorithm for reactive power optimization in power system environment is a set of initial solution, limited by various constraints, through the fitness evaluation function to assess their strengths and weaknesses, low fitness was abandoned, and only a high fitness value be possible to iterate to the next round of solution characteristics, and finally tend to the optimal solution. In the mutation operation, the expert system if-then rules are listed on the taps and the rules of compensation capacitors, according to the voltage across the tap meets the constraints, the corresponding table in the operating plan places a value chosen to modify transformer tap and the corresponding adjustment stalls compensation capacitor value.
