With the rapid development of economy, a higher demand for the power supply reliability is required. Both national construction departments and power companies has paid more attention to the preparation and implementation of the plan for urban power system development and transformation, and a lot of money and human resources are invested into it. As a result, urban power grid construction has made great progress. Due to the complexities of the power distribution network and the power supply situation, different power supply schemes are used to meet different requirements for power supply generally, in order to achieve the technical and economic rationality. Under maintenance or accident cases of the distribution network, loads are switched by the loop closing operation to improve power supply reliability and reduce the load losses. As the loop closing operation will generate steady-state current and impulse current, that if the current is too large may has a bad effect on power system security. To conduct a safe loop closing operation and choose an appropriate power supply path in the distribution network can help to ensure the reliability and flexibility of power supply, and improve the economy of the distribution network, thereby enhancing the economic and social benefits of power supply enterprises.Loop closing operation is an essential part in the power system operation as well as the basis for achieving distribution system automation. A decision-making support system for loop closing operation can analyze rapidly and efficiently the power flow, short-circuit current and the resulting impacts. Combined with the electrical equipment database of distribution network, the system can be used to test electrical equipments for possible faulty and to provide reliable information for the loop closing operation, which help to make the decisions more scientific and improve the efficiency under the security condition of power system.This paper proposes an overall approach for distribution network power flow calculation based on a simplified model after a survey of the load structure and the power system operation mode in zhongshan city. A general method for network short-circuit current calculation after the loop closing operation is researched. Electrical equipments are tested based on this method. Through real-time communication with the exiting SCADA system, a decision-making support system for loop closing operation is designed and the functions and method for use of the system are described in detail in this paper.
