The power distribution network faces all clients directly. It's a key link for the power enterprise to ensure the quality of the power supply, enhance the efficiency of the power net and enrich the client services. For a long time, due to the insufficiency of the technology analyze in the power distribution area and the apply limit of the traditional automatic technology, the power supplier does not have enough technical process to fully handle the performance and running state of the power distribution network. Problems happen from time to time, such as supply reliability, power quality, demand feedback and so on. Situations like "blind distribution" are very common. All these have already critically affected the entire performance and efficiency of the power system.This thesis briefly introduces the basic requirements for the operation of the distribution network and describes three performance measures:reliability, quality and line losses. It also elaborates M2M (Machine to Machine) technology. Then, the thesis lays emphasis on describing the following three aspects of the work:Firstly, based on M2M technology, the thesis designs the sliced architecture and the function of subsystem of service of the intelligent perceptual system. Secondly, the thesis describes the requirements and characteristics of distribution networks communication and compares several communications technology, and devises the mode of network organization and the security protection. Thirdly, the thesis designs the logic of system and treatment scheme including intelligent perception, comprehensive decision and active response of power cut event. Finally, the thesis describes the system implementation and analyses the application of the system on its economic and social benefits and gives the recommendations of the system.Based on the requirements of the power network performance management, the thesis focuses on the designation of the function structure of intelligence perception system and ways of communication connection, illustrating the internal logistic between the initiative perception and comprehensive analyzes with combination of the shun down incident. It is proved by practice that the application of the system can do a great help to fulfill the intelligence of the power distribution network, enhance the quality and reliability of the power supply.
