The foundation of intelligent electric grid construction is the distribution network construction. But at present the distribution equipment, with lower degree of automation, can’t meet the requirements of intelligent electric grid construction. In order to adapt to the development of the rural electricity and the new requirements for power supply reliability and power quality, we should transform the distribution network to accommodating the smart grid vision.This paper firstly analyzes the research status, discusses the necessity and significance of the rural distribution network construction from the aspects of load variation, imbalance between supply and demand and new energy access. And it studies the function realization of intelligent distribution, introduces its unified data platform and distribution intelligent terminal technology. Then it points out the deficiencies of existing technology in three phase unbalance elimination and low voltage automation etc. So it puts forward the important technical schemes of three phase unbalance elimination, low voltage automation, reactive power compensation and intelligent distribution operation. Thus a new technology is raised that using a inter-phase load adjustment type secondary leakage protector to adjust the unbalanced three phase load. The intelligent secondary leakage protector is installed on the T junction of low voltage single-phase power supply. And it realizes the automatic adjustment under the control of intelligent distribution transformer terminal. The intelligent distribution transformer terminal of one distribution network can control all its intelligent secondary leakage protectors. The communication module of intelligent secondary leakage protector transmits current information and instructions with intelligent distribution transformer terminal by wired or wireless mode. intelligent distribution transformer terminal receives the running currents of intelligent secondary leakage protectors, and then calculates the three phase load currents, obtains the three-phase unbalance factor. When the three-phase unbalance factor reaches or exceeds the set value, intelligent distribution transformer terminal according to the set of mathematical operations, to determine whether the single-phase load of leakage protectors need to adjust and phase modulation scheme. Then it orders phase-selection switch to implement the load from the heavier phase to the lighter phase. It makes the three-phase load is always close to the best state of balance. Finally, the algorithm simulation and validation are carried out for the proposed scheme.The proposed scheme is applied in Ju Ling Zhuang station area. By comparing the before and after application effect, it has a remarkable promotion in these aspects of three phases load balance, voltage qualification rate and power supply reliability. The effect is obvious that operating personnel realize remote monitoring and other intelligent functions.
